    A Call to Women is a world wide unity campaign to promote a
    PEOPLE’S Movement for a Mandate of World Peace. The goal is
    the abolition of war and the re-allocation of funds used for military
    spending. We propose that the military/defense/offense budgets of
    all governments be directed to humanitarian spending. The first
    beneficiaries of this spending will be children in all parts of the
    world. We believe that concern for the children is a unifying
    concept for women everywhere.

    Nations of the world will see that their most important function is to
    make sure that all children have access to            
    •        food,
    •        shelter,
    •        medical care
    •        education.

    The way we propose to accomplish this is the implementation of a three phase, global
    movement of Nonviolent Resistance to violence and war.  The first phase of this
    movement begins with the leadership of women.

    We ask women throughout the world to proclaim:
    “We will not allow war and we will intervene with every non-violent means possible to
    prevent or stop it. We do this to safeguard and protect all children.”

    During this first phase, we hope that a Council of Women will help to define and promote a
    Global Strategy of Non-Violence.  This council will bring together influential women who
    believe in peace and who are already working for peace in a variety of ways.
    This council will help to organize women throughout the world to
    participate in mass rallies for peace, as well as to gain access to
    the media and to governmental bodies where they can promote
    the global strategy of non-violence.

    During the second phase, peacekeepers will help nations learn to
    use conflict resolution rather than violence as a way to settle
    disputes.  The guiding focus of conflict resolution will be children’s
    welfare and secure future. The goal of conflict resolution is to
    provide nations with an alternative to war and a realistic strategy
    for survival in this increasingly dangerous world. Peace must be
    seen as the new defense, rather than weapons. (In the words of  
    Antoine de Saint-Exupéry,
    “When they asked me about a weapon able to resist the power of
    the atomic  bomb, I suggested the best of all: Peace.")

    The third phase, will be characterized by humanitarian programs
    for children, funded by the money that had been used for military
    spending.
