    Funding for Step One of the Global Strategy of Nonviolence
    is required for facilitating the creation of the COUNCIL of
    WOMEN a face to face meeting of the leaders, and the
    creation of the infrastructure.

    The creation of the COUNCIL of WOMEN is imperative!  The
    leaders will attract media attention and specialists for
    administration, funding and marketing.
